
WOAH Releases Final Report Confirming Brazil Free of Avian Influenza Outbreak, with Multiple Countries Awaiting This Confirmation to Lift Embargoes
On Thursday (26th), the World Organization for Animal Health (WOAH) released a final report confirming Brazil's self-declaration that its commercial farms are free from avian influenza. Some importing countries had been awaiting this confirmation to finalize negotiations to resume purchasing Brazilian chicken and poultry products.
"The goal of this self-declaration is to restore Brazil's status as a country free from Highly Pathogenic Avian Influenza (HPAI virus) infection," WOAH stated in the newly published report.
Brazil's self-declaration was submitted to WOAH on June 18 by Marcelo de Andrade Mota, the organization's Brazilian representative and Director of the Animal Health Department at the Ministry of Agriculture, Livestock and Supply. Last Friday (20th), WOAH updated the status of the case registered in the city of Montenegro (Rio Grande do Sul) to "closed."
To restore its disease-free status, Brazil implemented sanitary measures, including official disposal of carcasses, by-products, and waste; traceability and official destruction of hatching eggs produced within 28 days before the investigation began; and cleaning and disinfection of affected premises. Additionally, a 28-day sanitary vacancy period began on May 21.
"Now, WOAH's announcement should assist countries that still have certain restrictions on Brazilian imports in their decision-making process (to resume imports)," Ricardo Santin, President of the Brazilian Animal Protein Association (ABPA), told domestic media.
The ABPA President emphasized that WOAH's declaration technically confirms all information submitted by Brazil regarding the case and finally declares the country free of the disease.
According to him, export prospects are expected to improve, including for Rio Grande do Sul. Although the outbreak occurred there, Santin believes there is no longer a reason to embargo the state. However, he reiterated that WOAH's stance does not supersede the sovereignty and autonomy of each country to decide whether to resume purchases.
Luis Rua, Director of Trade and International Relations at the Ministry of Agriculture, Livestock and Supply, said WOAH's announcement strengthens Brazil's position in negotiations with the European Union (the second-largest destination for Brazilian poultry) to lift trade restrictions. But he noted that this action does not mean the embargo is automatically lifted.
